As you write your doll was made in Germany around the turn of the previous century that is ca. 1900. There were many doll makers in Germany at the time and I believe that your doll was made by the company Simon & Halbig. I think both the clothes and the wig and boots are original and besides the fact that the boots are in poor condition it is a good thing that the clothes and wig are still intact and this will add to a sales value.
The body and limbs are made of papermache and a kind of composition and the head is porcelain. The head is the most valuable thing on the doll and it is very important that the head is without cracks, hairlines or restorations. The past few years antique dolls have decreased in value however because of the original clothes I believe that your doll would attract the attention of both collectors and dealers if it came up for auction.
