I can't quite make out the numbers below the word "Germany" but if you can let me know what it says I'll update this appraisal; it won't make a difference to the value.
Based on the photos and information provided, and subject to examination, this is:
An antique Kley & Hahn bisque head doll
made in Germany by Hertel, 1902-1924
The articulating bisque porcelain head with brunette hair, painted features and blue sleeping eyes, the composition body clothed in light blue polka-dot dress with white lace-trimmed apron, marked to the back of the neck KH / Germany / 64-2(?)
11 inches tall
CONDITION: appears to be in generally good condition considering age and use. Clothing probably later.

you are correct, I did not realize it was marked. 😊From what I can read it says... K 11 Germany. I have attached a photo, also I noticed the head can also turn. Thanks!
