PURCHASED AT ESTATE SALE. I WAS TOLD IT ORIGINALLY BELONGED TO PERRY COMO. NOT SURE. SIGNED AT LIP OF BOWL AS PICTURED. MEASUREMENTS DIAMETER AT LARGEST PART 45 INCHES AND HEIGHTH 17 INCHES. IT IS QUITE LARGE AND VERY HEAVY. EXCELLENT CONDITION.

The Perry Como provenance is fun but unless you can prove it, it doesn't really add much value to the bowl. From what I can make of the signature, it doesn't look like the names of any of the famous makers whose works bring substantially more so for the purposes of this appraisal, is negligible.
Based on the photos and information provided, and subject to examination, this is:
An American silver-mercury banded cut-glass vase
20th Century
with flaring scalloped rim, pinched neck with silvered banding, signed indistinctly on the shoulder, the globular body with bright-cut lattice and rays.
