This looks like the work of Washington, DC, based contemporary artist Robin Sutliff, whose surviving body of work includes many images of geometricized urban settings, such as this. She works primarily with acrylic paint, resin, inks and powdered hand-mixed pigments, on canvas, metal, glass and paper. She describes her aesthetic as "abstract minimalism".
