Considering the photos, this item is:
A kakemono (掛物, "hanging thing"), more commonly referred to as a kakejiku (掛軸, "hung scroll"), is a Japanese hanging scroll used to display and exhibit paintings and calligraphy inscriptions and designs mounted usually with silk fabric edges on a flexible backing, so that it can be rolled for storage. The roll ends are made of wood, bone, ivory and porcelain. For newer pieces plastic was also used as well.
The motifs were often painted on silk, as in this case. The mounting takes place on paper, the "frame" forms a brocade border. In this case, it is a scenery "costumbrista" with 11 Japanese men as in a comical way.
Many well-known motives were often copied and also provided with the original signature.
That is why it is difficult even to assign the motifs or signature exactly but according to the details this is from circa 20th century. It is in fair conditions with signals of age and some broken parts which affects its price.

Actually very disappointed with this information. It is very limited at best. I contacted the Chair, World Languages and cultures Associate Professor of Japanese, at the University of Montana.
