Approximate measurements: Height with base and mount 14". Porcelain portion only: 8-9" tall. Width with mounts: 11-1/2"; without mounts: 7-1/8. It is my understanding that the metal mounts were added later than the actual porcelain. I was told this is Chinese porcelain yellow glaze and famile rose.

Chinese brass mounted porcelain crater or vase, transfer printed design on yellow crackle glaze ground, manufactured in the 1990s or later for export by "Wong Lee International Co" ( no one apparently knowns the exact factory name, but "Wong Lee 1895" is the commonly accepted name for these modern reproductions). Suchs vases were sold since the 1990s on pseudo antique fairs and later online.
The estimate is based on recent auction results and retail prices including shipping from China. It is a decorative piece, but unfortunately not old.
