Thank you for submitting your item for appraisal. This appears to be a chinese carved soapstone desk item or chop, made for export. The McKinley tariff from 1890 required that foreign objects must bear the name of the country of origin in legible english, a little later this changed to e.g. "made in China". Therefore this decorative carving can be dated to the late Qing Dynasty. Soapstone is easy to carve and there is a very good supply, hence the modest value. There is no measurement for the sentimental value you might attach to the item.
