Looks to be an oil painting. It is signed but I'm not sure what it says. The dimensions are 18 inches by 12 inches not including the frame. With the frame it is 24.5 x 15.5 inches. I don't believe the painting has any damage. The frame has some chipping.
My mother owned the painting. She was from Germany and brought many paintings from there that were originally owned by her family. My grandfather has a picture framing business in Munich. I believe she had it for many years.

I can't make out the signature either but even without knowing who the artist is, this is a very nice work with considerable decorative merit. If you can figure out the signature, or tell me what you think it looks like, I will be happy to reconsider my appraisal and valuation.
