This appears to be a reproduction print scroll after the famous painting "One Hundred Stallions" (百駿圖) by Lang Shining (郎世寧, 1688–1766) ( Giuseppe Castiglione 1688 - 1766 ). The photo you provided is rather off focus, but I can very much guess what it is. Depending on the quality of the print, retail prices can exceed 100 USD, but in general the reproductions issued by the Palace Museum sell in the price range listed.
This is very likely just an offset print, not painted by hand. The original is in the Palace Museum and not for sale.
