Shanshui is a particular genre of Chinese art, meaning “mountain water.” It is done on silk with a silk brocade border. There is some damage to the surface near the top of the work. There is no visible seal or calligraphy on the piece. It was created in the 20th century, based on the style.
It is likely a portrayal of Niulang and Zhinu, the two lovers in a famous Chinese tale. They meet in a water scene like this. Niulang is a cowherd, and here he grips a staff while gazing at Zhinu. I have added a link to the story below.
