What does this mean?

This is an original framed oil on canvas painting of a marina scene from 1946 that is signed W.B. Van Marle (1909-1988). This is a relatively unlisted Dutch 'marine' painter. There is scant information that this artist also played a role in WWII against the Germans. A few of his works are in the Noordelijk Scheepvaartmuseum aka the Northern Maritime Museum in Holland. Works in museums do not necessarily translate to being high in value. The estimate is based on actual recent past recorded auction sales of comparables.
