Thank you for submitting your item for appraisal. This appears to be a production line painting depicting a clown type man in seated position, shoes facing towards the viewer. Such paintings were sold by Artistic Interiors inc. as decoration art, paintings that were done by the thousands by artists in China and Mexico. These factory mill type paintings where often framed in "made in Mexico" frames and sold in furniture stores and even on TV. The name "Hoppin" is very likely just a pseudonym, a trade name used by hundreds of chinese "painting village" artists from Dafen, China. The estimate is based on recent auction results of similar paintings with identical signature actually sold at auction. There is no measurement for the sentimental value you might attach to the painting.
