What does this mean?

Thank you for submitting your item for appraisal. This appears to be a faded offset print after a Watteau inspired painting, judging from the frame possibly dating to the 1930s. There are a few tiny scratches in the paper and I assume you will find tiny round dots when examining the print with a loupe or magnifying glass.
Reproduction prints were often sold in department stores together with the furniture purely for home decor. Naturally the prices for such prints are very modest. There is no measurement for the sentimental value you might attach to the item.
