Judging from the slightly blurred photos I would assume that this is an unglazed framed print with hand embellished textured varnish after a painting by John Haskins. The descriptions which accompanies the prints does not mention that this is an original painting.
The high estimate would be for an original oil on board painting by the artist, the low artist for a giclee print. "Asking prices" in the trade for original paintings can be higher and vary.
