Previous owner was my mother, who got it from her great grandmother. It's been in the family for as long as I can tell.
Thank you for submitting your item for appraisal. This appears to be an oil on canvas painting, later laid down on artist board. The unknown amateur artist depicted a small continental, possibly dutch, harbour with fishing boats, empty baskets on the quay and various houses on the riverbank. The artist must have received some artistic training, he knew how to paint the sky and was aware of the basics of perspective. The painting is signed J.Fisher or similar. The dutch or flemish artist is not listed. Your family heirloom has only a small value unfortunately. There is no measurement for the sentimental value you might attach to it.
