What does this mean?

Thank you for submitting your item for appraisal. The painting in your possession is a copy after the painting "The Distribution of the Eagle Standards" by Jacques-Louis David ( 1748-1825). The attached so called certificate of authenticiy issued by art and frame direct timeless treasures artfully describes the item as hand-painted. It appears to be a recent hand-painted copy from the painting village Dafen in China. The estimate is based on similar chinese copies available today including shipping. The large decorative frame is more valuable than the painting, but slightly damaged.
